Is that horrible? I was almost in the top 25% but at the last minute I slipped and was pissed. I was literally a few people away. Do colleges look badly on that that I am almost in the 1st quartile but still graduate in 2nd quartile? My GPA is an A, and my ACT is a 24.

Colleges don't look badly upon rankings. Class rank is just a reference for colleges to see how you did compared to others in your schools graduating class. So if your GPA is still in the A range but you're not ranking in the top of your class, colleges might assume that you went to a very competitive school or perhaps your school had easy teachers. Either way, class rank has very little significance compared to gpa, test scores and your extracurriculars. So focus on those and not rankings.

The main use of rankings is by elite schools, so if you were thinking of going to something very competitive, it would be a serious problem. However, the 24 on the ACT wouldn't give you that possibility anyway, so it may not matter too much. Unless you are at a very exclusive prep school, I would read your rank as saying that your school's grades are too easily given, because someone in the 2nd quartile has an A average (that doesn't even sound possible to me - are you sure you are reading your grades properly?), but whether you are in the 76% or the 74% doesn't make much of a difference.

they judge you based on your individual school.

colleges have different standards for good based on your high school...for example the number of seniors, the maximum GPA, and class types (AP vs. Honors vs. Regular classes, etc.).

because @ my school i am in the top 25%, but my GPA is also an A. But my ACT score was a 30.

it's all relative.
