I dont know why you want to do this but let me tell you it's almost impossible....because we have lot of service providers and we get lots of sim for free nowardays that some of the people find it a hobby to use and throw away the sim just after the initial offer is over....Many people don't even give their actual address especially the ones taking second-hand prepaid connections...
Now if you think the person doesnot use second-hand sim,is a post-paid customer and you know his/her service provider you may be in with a chance but you will have to convince the service provider that your need is genuine....If you have the address then why do you want his cell phone number ?
