It is actually BRETT LEE, SHOAIB AKTHAR isn't playing at the moment. If the question was to read, who has bowled the fastest ball or who was the fastest bowler in the world then it would be Shoaib Akthar, but if you understand grammar then it is Brett Lee. Who's the fastest bowler in the world (refers to current). Shoaib Akthar isn't even allowed to play cricket how can he be counted???
