Constitutionally the votes are to be counted by congress, but they've probably superseded that with some ridiculous party regulations.

Congress (a joint session of both houses) counts the votes. The vice-president (as president of the senate) presides over the count and announces the result. So the answer is D. The electoral college CASTS the votes, not COUNT them.
