get a Chromatic Tuner at your local music store, they cost about 19-39 dollars and it's pretty simple to use, just put batteries in it, they can tune just about everything and you will use it sooner or later. Then just play a note and it will tell you if it's sharp of flat, then you can tighten the string by the knobs at the top if it's too flat, or you can loosen it when it's too sharp.
the notes should be E A D G B E from the top to bottom.
Becareful to not tighten it too much or it can break the string

Well, it really depends, if it's acoustic, you'll need a tuner that can hear the guitar and tell you what note you're playing, and if it's an electric, you'll need a tuner that plugs into the guitar.
The Notes should be tuned in this order from top to bottom:
E A D G B E
I would do some research on this website: www.musiciansfriend.com it's pretty easy to use and you can find several different tuners.

Personally, I do NOT recommend electronic tuners for a number of reasons, but the best one is that they teach you NOTHING! Tuning by ear is NOT difficult. I teach 8-year-olds how to do it. You will, however need at least one properly tuned string to tune all the rest of the strings. A pitch pipe can speed up the process, and then you can fine-tune by ear. Take a look at one here:

Go to this link. http://www.all-guitar-chords.com/tuner.php It plays the sound of each guitar string in standard tuning. It will help get the tune in the ballpark, but an electronic tuner is the way to go.

This is the standard tuning.
You turn the little knob things on the end of the guitar, to loosen and tighten the strings until you get the right note

without trying to be funny, buy i guitar tuner! Tuning a guitar by ear can be quite challenging even for a practiced musician.
Having said that, the way to tune by ear is to tune the fifth fret of a string to the open note below it -except for the D string which is the fourth fret tuned to the open note below.
ex.

E--------------------------0--
