You have to have had your driving license for a said time, but that can differ per country or even by rental company.
But as in Europe you can mostly just go for your license at 18, many rental companies just set minimum age at 21 or even 23.

But Europe is big and in many countries each company sets its own rules, so check with the companies in the countries you want to go.
