Yes, many choose to ignore values and morals if it doesn't suit their need at the time. The Law gave direction on treatment on people and living conditions .So those who did not follow those ethics would not cause harm to others. And the majority DO choose to ignore what they don't WANT to follow.Look at history, there have been cases of crimes against humanity in which the rights of people were totally ignored. These include the slave trade out of Africa, Nazi death camps, forced child labor, and brutal genocides in one place or another. This horrifying list could be much longer.
Few people think about others when their own convenience is at stake. Why have so many become selfish, cruel, unfeeling, and self-centered? Is it not because the Golden Rule, though still widely known, is being brushed aside as unrealistic, or a moral relic?

You are implying that ALL people have morals and values. That is not the case. Not to mention that different people have different morals and different values. So yes, laws will forever be needed, unless they come up with a pill that you can take to be a good person.

We ought make laws in a detached, calm state of mind. When we are personally involved, we're going to naturally try to bend the law to suit our particular situation.
Despite our best intentions, we can be drawn by temptation into doing something evil. We need laws to protect society and our loved ones from our own actions as well as from the actions of others. Fear is not the proper motivation for the moral person, but fear works.

Laws are there for those who don't have the same level of morals and values held by society.
I do not kill because I respect life, and recognize murder as the evil it is. The fact that it's illegal doesn't come into play.
Also - the existence of law enables us to attach a penalty to breaking it. Otherwise, we would have no objective justification in punishing someone.

Your morals and values are not the same as mine. The laws draw the line for us as to what is acceptable and what is not.
