Usually this is caused by the timing being off. There is a key between the flywheel and the crankshaft meant to protect the engine in case the blade hits something. It is made of a soft metal so that it shears easily. Remove the engine cowling, and the flywheel nut. Make sure to pull the plug wire off because you may have to hold the blade to get the nut off. With the nut off you will be able to see the keyways and the key. They must all line up. If not pull the flywheel and replace the key.

Your automatic compression release isn't working properly, or not at all. Try this, pull slowly until you feel it just come past top dead center, and on the down stroke, then give it a real good yank. Very common problem with B@S engines, the fix is a new camshaft, but trying this will let you get past compression, and the spinning of the flywheel will help it go past the next time around.

It has a spring in the top it helps to rewind the string. Sorry there is nothing you can do about it.
