We pipe oil and gas across the country for thousands of miles. Some parts of the country are drowning in rain runoff while others are whithering with drought. What is so complex about establishing a series of large reservoirs and pump water from areas with too much to areas that have too little?

Let me explain; the network would be nationwide so a drought could not be in another place.
As for government, think Interstate Highway system.
It would be nice if it could be done privately but most water supplies are ran by government so there you go.
Before someone brings it up; a lot of water can be moved if it is constant so it is not impossible. Just like removing illegal aliens one at a time.

As we saw in 2002 any plan put together by President Bush will not make it thru the Congress. Ask the Dems why both the national Energy policy and SSI reform failed to receive a fair hearing. Both screwed over by the Liberal hatred of the current Administration.

Because by the time the government has a water infrastructure in place, the drought will be in another part of the country.

The congress wanted to pass a bill that will improve water plan. Bush veto it in spite the fact that lawmakers can count more than 2/3 of the houses that could eventually override his veto. This could be the first veto to be overriden in Bush's presidency.
