What do you mean "Not in past the Puget Sound?" Does that mean you only want stuff that's on the Sound??
I have some suggestions: (1) Port Townsend has lots of romantic B&B's. There's one called the Anne Starett (sp?) mansion that is absolutely gorgeous. There's a few others that are right on the water. I think they run about $200/nt.
(2) Mt Rainier area - If you come in through Ashford by the Nisqually gate there are lots of romantic cabins in the woods. Some are elegant with hot tubs, fancy showers, etc.
(3) For something REALLY unique, quaint and romantic, I love the Lake Quinault Lodge on the Olympic Peninsula. It's a gorgeous historic lodge on the lake with the biggest fireplace I have ever seen in my life. People there are very friendly because it's so far out and they want people to come. It's all real wood and when you go into the lobby you just want to snuggle up on a couch or play chess on their giant chessboard. It's pretty reasonable to stay, about $140 for their nicest rooms. If you eat up the road a mile there's a really nice elegant restaurant that's very reasonable.
(4) Technically not Western WA, but Leavenworth is the ULTIMATE in elegant romantic B&B's with spectacular scenery. If you've never been there you have to go. It's the Bavarian village just west of Steven's Pass in the mountains. You'll feel like you're in Germany. Plus during the Christmas season it's magical there as it's the "Christmas Town" and the whole town is lit up with light displays. They have everything from cabins, to B&B's and small hotels. It's about and hour and a half east of Seattle. www.leavenworth.org is the website for the chamber of commerce and they're always super helpful in recommending places and they know exactly who has a vacancy.

Port Townsend has some very nice bed & breakfast establishments, mostly in old Victorian houses and ranging from elegant to homey. It's been some years since I've stayed in one so I won't make specific recommendations, but Google "port townsend bed and breakfast" and you should find them. Seattle has some lovely boutique hotels but you're mostly looking at $250+ per night. If you want Seattle,you might check out the Marqueen near the Space Needle (~ 1 mi N of downtown). It's an old building but the service is supposed to be good.

My husband and I stayed at the Sorrento Hotel on 1st Hill for our wedding night. The other place we thought about in Seattle was the Inn at the Market at Pike Place Market.
Other places I've seen the lobby and locale of and would consider include the Alexis hotel in downtown Seattle, theCamano Island Bed and Breakfast, the Inn at Port Ludlow, the Willows lodge in Woodinville and the Port Gardner Inn at the Everett Marina.
There are also several bed and breakfasts in Seattle - one of the more unusual is a converted tugboat on Lake Union with views of Gasworks park.

Salish Lodge in Snoqualmie (has the bonus of having a REALLY nice spa!) On top of the Snoqualmie Falls, only about 30 mins out of Seattle.
The Edgewater Hotel on the waterfront in Seattle. I stayed here when I first moved here - high, very plush beds, Northwest decor. Fireplaces in every room - gorgeous!

= Come to previous city Alexandria, in basic terms around the river from DC. Our streets are magical this time of 12 months. previous city is continuously voted maximum romantic place for a date and we've been in basic terms voted maximum suitable Christmas cities. My husband and I got married at the Tokeland Hotel. It is by westport and is the oldest homestead in the state. Very romantic and great place!
