According to legend the Titanic was conceived at a meeting between Lord Pirrie of Harland and Wolff and Bruce Ismay, Chairman of the White Star Line.

The vessels would forsake speed for increased safety and comfort. While millionaire passengers would grab headlines, vastly increased steerage capacity and accommodation for the growing middle class would drive economic success.

After a construction period of nearly three years the Titanic, commanded by veteran Captain Edward John Smith, departed in Southampton on 10th April 1912 never to return.

The main reason for saying it could not be sunk was advertising it was built for safety easing the minds of people who were looking to sail safely which would generate more revenue for the ship.

The white star line and the tabloids. They said it becuase theyy truly believed it. It had new technology, a new design and surpassed all other ships. They had no idea this would happen. It only sank becuase they put an expanding joint in it, which were new at the time. It literally put a crack down the middle of the ship. They didnt relize that though they did it so the ship could make it over huge double waves. Hope the answer helps if you need anymore info on the subject im happy to answer it.

A newspaper said it for sensationalistic reasons. It was thought unsinkable because it had double hull and bulk head compartments which were supposed to isolate flooding to only part of the ship. Unfortunately, it didn't work out that way.

the titanic was thought to be the pinnacle of all naval architecture at the time and had a double bottom hull, 44 tanks for boiler water and ballast. (to keep balanced at sea)
and the claimer of "practically unsinkable" was The Shipbuilder magazine

Yes it was the media Hype who declared she was Virtually Unsinkable. Double Hull --Electronically controlled Water tight doors and so forth. She had everything except enough Life Boats!!!!!

I don't know who said it. The reason the person probably said it was unsinkable was because it had all the latest technology of its day installed and anything else the builders could think of.
