After all Bill Clinton laid the ground work for Bush's war in Iraq, and actually started it by dropping a ton of bombs on the place
Secondly most people (especially partisan hacks like Al Franken) are giving Bill Clinton way too much credit for the surpluses. While he does deserve some credit for going along with it due to his triangulation policy (which the Daily Kos Dumbkopfs hate with a passion- if they succeed in making that standard Democratic policy the Democrats will become the party of fiscal insanity and produce deficits that make the Bush years look like an icon of fiscal prudence, and will likely kill Social Security due to the law of unintended consequences), the fact is that there are 4 people who deserve far more credit for the surpluses than Bill Clinton does:
1) Ross Perot for making balanced budgets part of the mainstream political dialog in 1992
2) Newt Gingrich for modifying the seniority system so the GOP caucus could choose a different chairman than the one who would have gotten it by seniority
3) House Budget Committee Chairman John Kasich (R-Ohio) for setting budget targets with a reasonable amount of spending growth
4) House Appropriations Committee Chairman Robert Livingston (R- Louisiana) for trimming excessive spending demands by the Clinton administration
