Goodyear says it is discolored at 28000 miles. Can I just flush it by unhooking hose on bottom while pouring new fluid in and turning steering wheel til fluid is clean or is there a different procedure? Thanks
I dont want to damage it.

You don't.

They are trying to get into your pockets. P/S fluid flush is another one of those services that is not necessary at all, and is there to make money off of unsuspecting customers.

Here is what your owner's manual says about it:
"Power Steering — Fluid Check
Checking the power steering fluid level at a defined
service interval is not required. The fluid should only be
checked if a leak is suspected, abnormal noises are
apparent, and/or the system is not functioning as anticipated.
Coordinate inspection efforts through a certified
DaimlerChrysler Dealership."

In other words, leave it alone!

the fluid should be bright red. it is atf+4. do not use anything else. there are a couple ways you could flush it. if you want to do it yourself, get some fluid from a dealer or walmart, and get a suction gun or turkey baster. suck out all the fluid you can, and refill it. start it up, cycle the steering back and forth, and suck the fluid out again and top it off. repeat this until it gets clean, it will take a few times. this sytem holds about a quart and a half. taking a hose off of a minivan is not a good idea. when these systems get air in them, you will have a horrible time getting it out. i have spent 5 years with this bodystyle of van with stupid p/s shudders and noises. the other option is to go to a dealer. most delaers now have power steering flush machines that will do it in 20 minutes. maybe 50 or 60 dollars.

I would guess Goodyear wants a few $$$ to do the job ? I would do nothing. If you are concerned pull the dpstick and quickly put it on a paper towel and see what color it is. Some fluid is colored when new. I think you need to go elsewhere for your oil changes. Find an independent shop that at least seems honest. Hereis a link with honest mechanics.
