I would contact your local goverment to see for sure
what purpose does it serve
did he give you a notice that he had intentions of doing this
do you have access should a breaker trip to reset it?

do you have a current lease with him/her
I can't imagine him/her doing this unless the utilities are included in the rent and he is somehow trying to contol how much electricity is used

does this pose a fire hazard for the property?
May have a realtor take a peak at it and give you some ideas and or contact the local realtors

I do not know if it is illegal but I do know that it is a serious safety issue. If there was a short in the box it could possibly burn the house down and cause someone to die. You may want to get in touch with your local building inspectors or fire department and ask them if it is permissible in your locale. If it is not legal they will take care of it and it will not cost you anything. If they don't do anything about it I would give serious consideration to finding another place to live.

Yes, it's legal. There are no requirements that electrical service be exposed to tenants. I presume that the landlord himself has a means of access to the service panel.

Doesn't sound illegal, just retarded. Now if you have problems they'll have to deal with it. Hopefully he has a means to access it.
