In that book, the government controls every aspect of our lives, feeding us lies, watching us constantly, telling us even how we should think, and brutally punishing anyone who tries to speak out. (In a way, some parts of the book have come true.)

Most pop culture references to 1984 are because of the book "Nineteen Eighty-Four" by George Orwell. Everyone thought our society would be like it is in the book by 1984. You should read the book because it is also the source of the terms "doublespeak" and "Big Brother is watching you" and "War is Peace", among others that I have forgotten.
