It is hard to grow up and be noticed for something you do not want to be noticed. They notice your body and not your personal self. You said the teacher is telling you to pull up your shirt? ......... That teacher needs to be reported. I hated to be stared at and I was only a B. I sort of know how you feel. It is horrible to feel like that is what gets their attention first, not you, the real person inside.
You can wear certain things that will downplay your chest.
Although your well-endowed bustline may be the envy of friends, there are bound to be times when you'd prefer it wasn't the center of attention. A few wardrobe adjustments and you'll have an easy time minimizing a large chest.
1Step Wear well-made and supportive bras. Consider styles that serve to minimize the bustline.
2Step Keep tops simple, loose and uncomplicated. Pockets will draw attention to your breasts. Tucking shirts and sweaters at the waist will only enhance your bustline.
3Step Wear solid, dark-colored tops. Prints, stripes and patterns will attract eyes to the designs, and therefore to your chest. Light colors will make breasts appear larger.
4Step Forget fitted sweaters and any top with spandex. Opt for open-collar and V-neck shirts, which will break up the line from your shoulder to chest.
5Step Sport cropped jackets to emphasize your waist. Stick to single-breasted blazers, which can be left unbuttoned to further minimize the bustline. Double-breasted blazers will enhance your chest.
6Step Balance your figure with wide-legged pants. Or try an A-line dress that hangs full from the waist.
7Step Draw attention away from your chest with a flirty skirt or flattering earrings.
Tips & Warnings
Stick to what works. When you find a top that gives you the look you're after, consider buying a second one in another color.
Avoid trying to squeeze into a smaller bra in the hope of flattening out your chest. This can be painful and unhealthy for your breast tissue, back and shoulders.

There are some bras that reduce the size and craziness of large breasts. You should look into getting those. You can wait until you're eighteen to get a breast reduction if it's what you really want. It's hard to find clothes that fit, but you just need to find a store that carries clothes that are for full-breasted women. You're just growing and that's a normal part of it. Try not to worry about it because it's a part of who you are and you can't change it, at least right now. Try to just accept it about yourself, tell the guys to leave you alone and if what your teachers are saying bothers you then either wear t-shirts that cover everything or bring it up to them and tell them that you can't help it. If they won't listen talk to your counselor.

For now you are stuck with your boobs as they are.
I think as a couple of the people said try wearing clothes
that don't draw too much attention to your bust. At your age most the girls will also be developing in that area. Maybe some of your friends are self conscious about their boobs too. While others will be enjoying the femine look. I think
even though they are bigger than you feel you want them to be, learn to accept your body as it is. Accept yourself for who you are, the way that you are. In a couple of years you may feel differently about your boobs. But in the meantime be happy with your body the way that it is.
Best wishes, and I can remember being a teenager. And I had my body image issues too.But it is important to love yourself the way that you are.

There's not really much you can do about it apart from wear a sweater or jacket. I know it sucks you have to cover up but if you are really uncomfortable with them and you can't reduce them in any way then its all you can do.

Nothing wrong with having big boobs.
Nobody is perfect, you've got to feel comfortable in your own skin and love the way you are.
Many girls would love to be in your position, so think yourself lucky.
