u can do like this
start with simple integer
0<3<4 ---->divide all by 4
0<3/4<1 --->divide all by 10
0<3/40<1/10
so 3/40 can be an answer
I started with 3 as u don't want numerator to be 1, also 2 divides 10 so the numerator will be 1
ucan make many
0<5<7
0<5/7<1
0<5/70<1/10
so 5/70 is also right : )

1/10 is 0.1, so you need a fraction that represents a number between 0 and 0.1. This can be anything - say 0.01 or 0.075. The other requirement is that numerator should not be 1. If you convert 0.075 into fractions, it becomes 75/1000, whose numerator is not 1 !!!

Easy for me and lucky for you I have the answer! It is 0.2/2 How I got this was I thought what goes into 10 equally which was 2 so that was the numerator. So 10 divided by 2 was 5 so 1 divided by 5 was 0.2 which was the denominator. Which ended up as 0.2/2
P.S. I'm not sure but pretty positive!

think of the fraction 1/10 as meaning "1 per 10". this is the same thing as "2 per 20". Now, isn't "2 per 21" a little less than "2 per 20"? Therefore 2/21 satisfies the problem.
