is the battery dying? get it tested.
another common issue is the earth strap from the battery to the body/chassis. thay are always too small from the factroy, and over time the corrode internally, increasing resistance and slowly strangling the electricity to everything. replace the earth strap to the body/chassis with the biggest bit of wire you can find.

Dim compated to what? What they originaly were? Did you replace them? Are the lights on the inside of the car dimmer? Based on what you said and not knowing all the details, possibly your alternator is going bad. Check the voltage with a volt meter...ask a friend for one, or you can buy them cheap at radio shack or goto a parts store like autozone and they will test both the alternator and the battery and tell you if either is bad. Autozone or a parts store is your best bet because they will load test the battery, where as a volt meter will only show you whats being output by it. See where that leads you, then if they both test ok, are the lights old? possibly dirty lenses? Dont recall the body style for a 99 GP but are there plastic lenses around the bulbs? If so, is their moisture inside of them.....this generally causes the bulbs to blow quickly though. Follow up with some of these questions and maybe we can take it further.

GM put piss poor headlights in those cars, It has to do with the Reflector in the headlights, Are design poorly, And GM Never done anything about it, Malibu, Monte Carlo, Impalas for years have all been that way, Don,t waste your money for better bulbs , I tried Sylvania Ultra Visions in in my 2000 Grand Prix GT There no better then the factory bulbs that are in the car from new, It has to do With

If they've always been that way they probably just have the cheapest Sylvania bulbs you can get. You can get better bulbs.
If they're getting worse the lenses could be dirty, the alternator could be going out or you could have a bad engine to chassis ground.

Your head light lenses are problem fogged over take some tooth past and rub on them let it set for a minute or two then clean it off. then put some halogen blue bulbs in. good luck.

get your alternator check by Auto zone if not clean headlight lens if not new bulbs.cool blue lights are real bright sorry if this don't work

Your battery may be going dead. You can probably get halogen lights but I would have the battery checked before doing anything else.

yea you need the big three. if anything out of the three, get a high-output alternator. also what brand are your batteries?? Stinger makes the nicest deep cycle batteries... go to ebay. they go all the way up to like 3500 cranking amps...

have you charging system checked out as your alternator could be going bad and not keeping the battery charged up.
