Cut Bank, Montana, likes to say it's the coldest city in the U.S. It even has a cute penguin statue on the edge of town. And I have no doubt it can get cold there.
Obviously, Alaska would have colder winters. In the continental U.S., Old Forge, NY gets mighty cold at times.

As far as coldest low temperatures go, it seems that Stanley, Idaho is up there along with West Yellowstone, WY. Check out the low temperatures at the back of newspapers and it usually says for the previous day. Both are in mountainous climates and lie about 7,000 - 9,000 feet elevation. Both, however, are in drier climates so with humidity there might be somewhere else that feels colder.
As far as the Money poll posted earlier goes, neither Stanley nor West Yellowstone are large enough to even qualify for that list.

I think it's Minnesota. The coldest city in the US is International Falls, Minnesota.

I based my answer on a place you can actually live. If you want the actual coldest spot I would vote on Rogers Pass in Montana with a record of -70.
