Using the numbers 1 through 9, form 3 rows of 4, each adding to 17.

That's 12 numbers, so I assume you can repeat numbers? And do you mean only the rows have to add to be 17. There would be no way to make 4 columns total to be 17 while also having 3 rows total to be 17.

Anyway, if only the rows have to add to be 17:

8+1+2+6 = 17
3+2+5+7 = 17
2+4+9+2 = 17

But there are lots of answers...

well i assumed you could only use each number once, but that doesn't make any sense, because:

1+2+3+4+5+6+7+8+9 = 45

17+17+17 = 51

so then that would mean you can use any combination

9+4+3+1 = 17
8+3+5+1 = 17
7+5+4+1 = 17
