Why doesn't the government simply restrict manufacturers to limit the top speed of cars if their intention is truly to protect us? Why do they put a restriction on us instead? Could it be because they know that people would be tempted and they would just get the revenue from it.

Why do they set the speed limit to 100k/h when they know and can actually see that pretty much everyone on the hwy (including them) drives at 120 km/h with a max of 140km/h? is it also for revenue?
If they raise the speed limit that much, things would remain pretty much the same on the hwy because regardless of what the speed limit is, the majority of people would still drive at 120km/h with a max of 130/140km/h.

ya, they thought about you and me taking our car to another country to race or to drive fast... *that's why they let us have cars with a high max speed...* definitely not for other reasons...

Since your using km instead of mph I'm assuming your in Europe. American roads aren't built for really high speed driving such as the Autobahn. That does not however preclude the fact some idiots here still think they can drive excessive speeds & still be able to control their vehicle.
