It is on a cord so it can be raised or lowered !

i am assuming your flagpole is attached to your house etc and the pole angles outward away from the building???

on a free standing/vertical pole the flag would normally unfurl by itself when the wind drops


with the angled pole if the wind is strong enough the flag will blow sideways - if the wind hanges at the that moment its possible for the flag to turn around the other direction goin over the pole - thereby wrapping itself around the pole

this can easiy be corrected
they sell things call NO FURL FLAGPOLES and they have rings attached to the them that the flag is them attached to - and they spin free of the pole itself when the wind changes- stopping the flag from wrapping itself round the pole

- you could always modify your existing pole to do that but need to find rings that fit round the pole and spin free of it and something to lock them in place (stopping them moving up and down the pole)

Fix a cord from the bottom far corner and bring the other end back to the pole fixings and tie. The flag will still flutter but can's twist round your pole

The wind doesn't always come from the same direction. Notice the prevailing wind direction by time of day and it will probably become clear.

is it hooked directly to the pole, if so that is why. it needs to be on a rope.
