I believe they refer to the cyclone b/c it's in the water and tornado is land.

tornado = an Angel having a tantrum

cyclone is fast winds (clockwise or counterclock wise depending on north/south hemishpere) on the water in south pacific or indian ocean
tornado is fast winds on land
