This is a stupid question. I'm not sure what your teacher would classify as a "top mark" answer, but there is a huge amount of dissimilarity between them. I guess you could say they were both democratically elected, although if I remember correctly Hitler wasn't actually elected as President of Germany, but apart from that there isn't much else. So Bill was a democratically elected President, Hitler wasn't (he appointed himself President after Hindenburg died). Also, Bill was restrained in what he could do (whether wanted to or not isn't the point) by the US Constitution, Hitler wasn't restrained by any constitution (which why he was President). Hitler took over a country with a ruined economy and rebuilt it (which he did ... by stealing peoples property amongst other things), Bill took over a country with a sound economy; Bill's big fear was being attacked by bin Laden; Hitler's big fear was being attacked by France and Britain before he attacked them; Hitler had to rebuild the Germany military after it was almost destroyed following WW1 (so he could conquer Europe), The US military was and still is the world's most powerful; Hitler over committed himself militarily, Bill actually paid off some of the US national debt; Hitler's racism was so extreme that no US President hopeful that I'm aware of would have dared to even say what Hitler did.
The most stupid thing about this question is it actually is trying to say Hitler was a good person. While he may have done good things (such as rebuild the German economy), these were a necessary part of his evil plan which was to conquer the world and wipe out people he didn't like. As far as I can tell (and I'm not an American) Bill wasn't what I would classify as an evil person. He may have done immoral things, stupid things, illegal things, maybe even unconstitutional things, but I never got the impression he wanted to commit genocide or conquer countries, especially on the scale Hitler did, just for the share heck of it.
Sorry, I'm wrong, this isn't a stupid question, it is the sort of question an imbecile would ask.

between Bill and Hillary and Adolph Hitler and Eva Braun. Eva Braun was not political!
