Pop corn pops because it is nearly air tight and when it heats the air expands faster than it can escape, Thus the "POP" which is actually a small explosion. A peanut isn't air tight enough so as the air inside that shell expands from heating it just escapes thus no "Pop"
There are other seeds that will pop but not with the flavor or texture of popcorn so no one bothers.
EDIT: Opps, I left out the part about the moisture but the guy above me remembered.

Popcorn has an outer "shell" and peanuts do not.
There is moisture in corn kernels which (when heated) turns into steam and expands. This expansion explodes the outer "shell" of popcorn. Peanuts do not have this type of shell.

If the heat had the right intensity, it would cause the oils in it to expand causing it to expand, not necessarily pop.
