I'd go with answer two first; then answer one if you can't resolve it. Part of the issue in a DIY sense is what is the substance of the spacer? The material?
For a quick fix; if you had a shop full of rarely used stuff; you might temp\orarily use RUBBER washers, or even slips of small ID PVC pipe; but in the end; I'd probably do as suggested above. Take yourself to a supplier of such items, and purchase NEW hardware.

Buy a new toilet. Sometimes the replacements aren't all they are cracked up to be. I know that the ones my parents had kept breaking too, much like what you explained. Until one day they had to buy a new toilet for some other reason. Now the same toilet seat has been on that same toilet without breaking for nearly 10 years. I tell ya, you just need to go up to Home Depot and get you a new toilet. It worked for my folks.

You can get a new seat at Home Depot for $5. That's right, $5 - I just saw them yesterday. Of course you can also spend $30. But my vote is replace.

Those little rubber bumpers are available at home improvement stores with self adhesive backing, scrape off the old one, clean with alcohol or acetone and stick a new one on.
