Try using the Windows narrator. This is what is used by people with visual impairments. To access the narrator click Windows logo key+U. It will then read everything off the screen. Press the window key on your keyboard and follow the prompts. Try to get to your control panal and then display settings. Or right click your desktop. It will then read through the prompts.
Other options would be to go to the system properties, using the narator, and delete the display.
Another option would be to swap out your video card, if you have one.

Does anyone read the fine print in the resolution page ?

Like activating the little button that says

DO NOT SHOW RESOLUTIONS THIS MONITOR CANNOT HANDLE!

It means you can burn out your monitor telling it to show a resolution it is not designed for.

Instead of Safe Mode try "last known good configuration" or VGA mode if LKGC dont work.
