The only hard drives that come preinstalled with an operating system are those that you buy from retailers when you purchase the ENTIRE computer. Otherwise, you purchase a new hard drive and install the operating system.

Basically all hard drives are empty until you install an Operating System. All hard drives have pre installed Operating systems installed when you buy a pc. unless you buy an empty hard drive
or replace the old then you have to reinstall the OS again.

when you buy specifically for hard disk then you can get without operating system. when you are ordering for a pc or laptop it comes with operating system loaded

but in order to use the hard drive you have to load some program (or operating system) into it such as windows/mac/linux etc.

Hard Drive do not do any processing so cannot have an operating system. You will require a processor to use the operating system. you can install the operating system on the hard disk but it will then require a processor to run it.
So, a simple answer to your question NO.

If you are asking about a HDD that has a preinstalled version of lets say Windows then no they dont come that way due to the HAL that is created when you install the OS nativley. If you did have something like this it would most likley blue screen on you if you got very far on the intitial boot up.

only in computers that have HD with pre-installed OS. if you buy just a hard drive OEM or bulk it doesn't come with OS preinstalled.
