Ventrilo is a free program that allows you to talk over the Internet with your friends; usually, it is used during online game play so you can communicate without having to type (such as during a battle or raid).
A server is needed for your voice to get to your friends; you connect to the server, as do your friends, and you can chat. Kind of like a channel on a CB radio or walkie-talkie; you can't talk to someone who isn't on the same channel. However, it costs money to host a server (not that much, but it isn't free).

Its basically an internet phone. You have a headset, and you assign a key that you push when you would like to talk(mine is left alt key) and you talk to people. Its pretty handy if your a fan of online games.
