The Black on Black crime you are referring to involves turf warfare among gangs. These gangs are battling for control of neighborhoods. White people in most cases are not living in these neighborhoods. The Mafia primarily killed other white people, the Asian Gangs primarily kill other Asians, Latinos primarily kill other Latinos.

Try this little experiment out.
Make two boxes of the same size in one, place 3 rats.
In the 2nd one place 45.
after one weak come back and count check to see which box has the most dead rats in it, that were killed by the others.
Think there will be a difference??

For the same reason that white on white crime is so prevalent. Criminals usually prey on the people nearest them.
