It means a person isn't able to stand on their own feet. They are dependent on others. This person could require a lot from you and give very little in return.

There's no knowing exactly, with no context.
Most likely they mean something like "needs constant reassurance; needs help with everything they need to do; needs attention and sympathy" etc.
We all need these things, but when someone needs them all the time, from everyone they can rope into giving, then that person is referred to as "needy."

Can you be more specific? Needy meaning poor or needy being emotionally insecure? Define your meaning please.
