You could discuss Jean Charles de Menezes, the Brazilian electrician who was shot in the London Tube station because he looked like one of the London train bombers. Maybe look at it in the context of the justification of a "shoot to kill" policy, and whether the one innocent life was an acceptable loss.

Rosencrantz and Guildenstern Are Dead by Tom Stoppard - a great play (quite short) but the characters keep switching around with each other and are eventually mistakenly executed. Very good example of Absurdist humour.

This sounds like a hard topic. In an essay, you need to express an opinion or a point of view - not just tell a story. I don't know about you, but I don't really have a point of view on mistaken identities, so, i would start with some news stories about mistaken identities and see what pops up. After reading a few news stories, i would look for some common thread and base the essay on some observation such as mistaken identity has become (or isn't) a crisis; or maybe mistaken identity is an unnecessary hassle that disrupts people's lives; etc.
