At the age when you started having an active sex...is the better. Earlier and regular check up with a gynae doctor is better for a women with active sex life.
But not for them only..for those who already have period and found out some abnormality in her...age never count really, feel free to see a gynae doctor for an advice. This is safer than wait for last moment when thing get worse.
But be very wise when you choose a doctor, especially when you are still a virgin, go to a real good doctor or better still get a women doctor and try to bring your mother with you or some one you can trust too.

well that depends-
After u begin having ur menstrual cycle- if u are having any problems with regularity or cramps or somethin go see them for that
otherwise prob can just see ur pediatrician UNTIL u become sexually active then u need to see the Gyno at least yearly

When you start having sex, ASAP if you develop any problems "down there", at age 18, or if your general care doctor tells you to see one :)
