Turtles have lungs and breathe air like all other reptiles (although at least one species can supplement their breathing in another way).
True tortoises can not swim and will sink in water. They can hold thier breath under water for some time.
They DO need a good steady water source, however.

They need drinking water and may like to sit in water but they don"t need to swim. Don't worry about deep water, though. How do you think the turtles got to the Galapagos Islands? Cruise ship?

Some land turtles like to wade in water but you have to be careful to keep the water level low enough so that they will not drown. It depends on their particular tastes, though.

My box turtles love to sit in shallow water in the sink or bathtub. They can't be fully submersed in it but they do enjoy taking a bath and sticking their head under the water. I don't know about other kinds of land turtles but box turtles need to sit in water sometimes to cleanse their skin and stimulate digestion.

No the tortoise dose not go in the water and should never have a bowl where they are able to submerse themselves below the water.
The only time they can go in the water is if they have a bladder problem and find it hard to go to the toilet then you would hold them in a tank of warm water and hold them there for about 10min then this will make them go to the toilet.
(NEVER ALLOW A TORTOISE TO PUT THEIR HEAD UNDER WATER AS THEY WILL DROWN!!!)

These turtles aren't equipped to swim & don't intentionally get into any type of deep water.
