I have this report on the legislature of China. Uhh, does anyone know if the National People's Congress can be dissolved like say by the Communist Party?

The Politburo of the Chinese Communist Party can change the membership of the National People's Congress and they did so recently when that Congress convened. And they can also dismiss all current members of the NPC as well.

As a Chinese, I believe the answer is YES technically. But you won't find support on written document. You might want to check out wikipedia.
