Yes he was, he dissolved power of the church and ruled with an iron fist. He has several unsuccessful rebellions against him, and all who he thought were involved in them were executed. He tortured his own son to death because he believed his enemies help him run out of the country. In his later years, he declared himself Emperor of all of Russia, transforming Russia from a Tsardom into an Empire.
His Ideals were not well liked among the populace, but he was backed by the Russian Royal Guard and forced his reforms on the people in order to modernize Russia and make it a world power in Europe.

Yes, he had seen the in his early childhood the revolts of the Strelsky and the pesants and how they could quickly out of hand. The murdered most of his mother's family in the revolt of the guard that were suppose to protect him. He believed that the society would not be right without the strong hand of a ruler.
