can a photovoltaic produce current forever as long as it has light striking it? or does it at some point run out of electrons?

It doesn't run out of electrons, but it does tend to deteriorate after years of thermal cycling, oxidation, weathering, and so on. 30 years is a fairly common design lifespan.
