Kerio Personal Firewall 4 costs around $20. It's the best budget firewall. In reviews, Kerio Personal Firewall 4 isn't as effective as ZoneAlarm Pro or Outpost in blocking leak tests, but does better than most free firewalls and has more features.
If you want a free firewall I would recommend Comodo. Comodo's free version is better than ZoneAlarms (see consumersearch source), it passed all leak tests. The free version of ZoneAlarm isn't that great, the paid for version of ZoneAlarm is.
