Yes. The US Military maintains a list of targets to attack in case of a nuclear war. The CIA maintains a list of nations known to support terrorism. And so forth. There's lots of information out there to be analyzed, and that leads to lots and lots of lists, many of which could be seen as lists of 'countries to attack.'

To protect their national interests, every major country in the world has a contingency plan for attacking every other country.
Better to have a plan and not need it than to need a plan and not have it.

Look at who the current wars benefit. It's a small group of wealthy people looking to control oil in that region. Of course there is a plan, or a "list". Bush came into office intending to attack Iraq. 9/11 gave him cause, though it later turned out to be a lie.

Yeah, I think that when Bush named his "axis of evil" in 2002, Iraq, Iran, Syria and North Korea, that was his hit list at the time. There's still a chance that Bush will bomb Iran before he leaves office.
Historically, this is not how the US usually behaves, but that is certainly how this President has acted.

we have put ourselves as the big power the ones who save people in trouble.that's what we do in return for them not having nuclear weapons,or doing things that disinterest us.its sorta like your the wimp in school and you pay the big kid or be his gofer for protection.
