I would offer her my jacket.

If she was protesting for something, and I saw a naked woman in the streets I would probably walk past and think 'wait a minute ' and then turn my head back and then lol in my head as it's a bit out of the blue seeing that on my way lol.If I thought she was in trouble then I would help.

Ask her if she was ok and offer her my coat. Then I'd try and get her off the street and and call the police because I'm thinking she's either been attacked, had her clothes stolen, got locked out of her house or she's mentally unstable.

i would look and wounder weather she was upset offer my coat making sure my pockets were empty i would ask if she needed me to call any one try to find weather this was a charity stunt . then if she was really OK and single i would by her a complete out fit and pamper her and try to cheer her up and give her a nice hot drink. by this time i would of got to know about the situation alittle more, and be able to decide what further action to take, so she could be helped.

Well it depends, if she's walking in a leisurely manner, minding her own business, I would take off my clothes and walk beside her...
If she looked ruffled and/or harassed I would offer her my assistance whether that be calling the police, or giving her some of my clothing.

Umm, being a woman, I would probably go 'oh for goodness sake, I don't wanna see that!' and walk in the opposite direction.
I should imagine the male answers will be pretty different...

I can not imagine you without clothes any where either in street of in shop or in crwod.
by chance , clothes are given trouble to you , I will give my shirt to cover her and take her to nearest counselling centre or inform police to deal with the matter.

Go over to her and lead her to a more secluded place.
Ask what the situation is and request a transport.
I would then give her my jacket after emptying it out. If she was violent or protesting I would use my extendable baton and cuffs.
Process her at the station.

I would obviously stare to begin with but then go across to her and try to get her to put on some clothes. Too many people could take advantage of her. I would try to find out why she has no clothes on.

In New York, women are allowed to to be topless in public so if she was acting like "Lady Godiva" I'd let her be and would be on my way.
Otherwise I'd walk over and try to help her anyway I can.
