The laminate has to be removed off this paper if not I have to pay big $$$$ to replace it. I don't have that kind of money is there anyone in the Texas area that can do it?

What kind of laminate was it? The sticky kind? If its sticky your prob screwed. If it was the heat pressed on kind ,you may be able to cut the edges of laminate a remove document.

Daddy offers a valid suggestion. If it was just sealed at the edges; you should be OK. If not, OOOPS!

Without knowing at all what the DOC is; you should probably investigate the legality of having it reproduced, by a decent photo processing operation. Also without knowing how you define big $$$$; I'd go direct to the source and ask about at the very least; a notorized copy.
