Dear Little Birdy pitys Fool!!!!
When I feel that the person has a good record of answerng questions, and when I feel like answering more questions, I just add the person as my contact so that I will get all theirnquestion in my In Box. Thus I wil have good contact with them.
Neither 1, nor 3, but 2 fits into a partial answer.

I try to add a Contact based on their ability to ask good questions consistently and provide good answers as well. If they have a history of suspensions, then they are not considered.
1-No, that won't work for me.
2-Yes, that helps.
3-No, it must be more than once of something.

Sometimes, when I read a question or an answer and that person shares my views, been down the same road, or just appears really interesting. But what really gets me is when they share the same demented and dark sense of humor as myself!

1. No, this is a sure way to NOT be added to contacts
2. Sometimes it's only one answer or question that does it
3. See #2
4. They email me/leave a comment and seem cool.
