In Vietnam he first tried to win with bombing supply lines in Cambodia. This spread the war and destabilized the country and eventually caused much harm. When this failed the policy became building up the south Vietnam army and withdrawing US troops. He called it "peace with honor". His Secretary of state said they were trying to obtain a "decent interval" so the the fall to the communist would not occur until the US no longer could be held responsible.
His policy toward Russia was to defuse the cold war and to take advantage ti the growing split between China and Russia. He improve our relations with China and made a state visit there.
In the middle east he sent emergency military aid to Israel during their war with Egypt, angering the other Arab countries, They started an oil boycott which crash our economy and caused gas line over the whole country. Cynics have suggested that this is what made his impeachment politically possible.

I think the "tear down this wall" strategy worked well. And, like Nixon, I think the UN is corrupt and a waste of US taxpayers money!
