No trouble equals a great president?! Not by a long shot. Economics, international relations, and federal budget are not things that are fixed or screwed up overnight. What makes a great President is that presidents ability to make a signifigant positive impact for his or her country. Based on that premise, Teddy Roosevelt was our best president in my humble opinion. He increase our foreign trade built the pananma Canal, instuted our national parks, and increased our influence abroad by "walking softly and carrying a big stick". With all due respect Bill doesn't even come close.
Best During my life time eh? Well since he boosted America's influence abroad, helped the military regain its pride and morale as a whole after Vietnam, got inflation under control and brought an end to the cold war, I have to say Reagan (not bad for an actor/governor from California, maybe we should try it again in five years).

Usually we view the best presidents by what they had to overcome, not by how well things were going in the country. If we ranked them that way then Dwight D Eisenhower would be the greatest American president as the 1950s were among America's most prosperous.
If I had to rank the top 5 and bottom 5 US presidents I would do it this way:
1. George Washington
2. FDR
3. Abraham Lincoln
4. Theodore Roosevelt
5. Ronald Reagan
(both Clinton and Bush the First would be in the teens)
42. Warren G. Harding
41. U.S. Grant
40. George W. Bush
39. Jimmy Carter
38. James Buchanan
EDIT - During my lifetime Ronald Reagan was the greatest US President, the current George Bush the worst. (By the way I'm an independent that leans slightly Democrat).

The general consensus is that George Washington was the greatest ever, maybe it's the whole being 1st thing. I'm in my early 30's and can only recall 3 of them (for Ford, Carter and Reagan I was still a teenager and not able to vote). But based on the 3 I was paying attention to (George HW Bush, Bill Clinton and George W Bush) I'd have to say Bill Clinton was the best.

So according to your question, FDR, Kennedy, Reagan, Lincoln, Washington, etc were not "great" presidents--There was "trouble" during their terms.
What specific policies did he pursue that made him "great"? NAFTA? welfare reform? modest tax relief (after an earlier increase)? lower budget deficits? -- These were all achieved by the Republican Congress frequently over vetoes (or the threat of a veto) by Clinton.
As for his most important Executive initiatives, you should determine if these were good choices:
Bombing the former Yugoslavia; With-holding heavy Armor from Sudan and withdrawing our remaining soldiers after they were massacred; Refusing to intervene in the Rwandan genocide; Choosing not to prosecute or assassinate Ossama Bin Ladin when given opportunities; Lax corporate over-sight (ie Global Crossing, Enron, etc); Appointing only whites to the most important cabinet positions; Presiding as Commander of the military while it was reduced in size by >50%; Appointing two socialist to the Supreme Court; Overseeing a porous/non-existing border security policy during which time the 9-11 attackers entered the U.S.

Active duty deaths during Bush's first four years (2001 - 2004): 5187

Don't forget, as president, Clinton commited perjury. He lied extensively and repeatedly under oath to avoid prosecution in a sexual harrassment/conspiracy case (Example, Clinton: "I don't remember ever being alone with Ms Lewinsky").
There were many other scandals as well, and two of his adminstration's members died under violent/suspicious circumstances (Ron Brown and Vince Foster).
He and his administration (and the 2008 Democrat President Nominee) have displayed no remorse and continue to defend his perjury. He was found guilty of perjury by a sympathetic judge and payed a $100K fine and surrendered his law license. A person of any compassion, character or honor would have resigned.
He was an aweful president and he is a vile and contemptible man.

Clinton is nowhere near the best. By your definition of no troubles, that certainly excludes him if that is your criteria. Besides the 20 or so scandals that took place in his administration, there were a litany of problems, both domestic and foreign. I assume from your stance that you are about 20 or so, and have no recollection of what took place when Clinton was in office and are just repeating what others around you have said, otherwise, you should reacquaint yourself with a recent history book.

FDR (only President elected to 4 terms) would have to be near the top
As would Lincoln.
Also the founding fathers that got the job.
But I think Clinton did a good job as well... just not the best President ever.

there has never been a president that everybody thinks was the best one. they all have had their problems. everyone of them. some did less damage than others, that's the only difference
