As yet there are no artificial clones that actually exist.
However there have always been natural clones. They are known as identical twins. There's nothing in principle different between a clone and an identical twin - they are just people made from the same DNA.
So, if twins are people (and most would say they are!) then clones would be too.

you should really explain yourself better by what you mean.
Clones are the pure genetic replication of humans. If you believe that personality traits, thinking and reasoning, feeling, Emotional attachment and desire for truth is purely genetic, then yes they are people.
If you believe however that people have souls and that is where they find reasoning, personality traits, feeling, emotional attachment and desire for truth, then no.
