Actually Kerry didn't flip flop; he voted differently on different versions of a funding bill. You have probably seen with 110th Congress how this can happen all the time. A bill is turned down on the first vote, then the opposing side adds riders and rewrites the original text. The first version may be acceptable to a congressman, so he votes yes. The second version with its revisions, may be totally unacceptable, so he votes no.
Hillary reversed herself on the driver's license issue and belongs in the same league as the great hunter and defender of gay marriage and a woman's right to choose, Mitt Romney.
To answer your question about whether conservatives should apologize to Kerry, sure, why not, send him an email. It might brighten his day a little.

I found it interesting in last night's debate that, when Obama challenged Hillary on the lifting of the cap at 97,500 per year for taxes... to tax everyone on 100% of their income, she tried to pawn it off as a tax hike on the middle class.
When Obama countered that 6% of the nation makes over 97,500 per year (which I'm not sure on that number, haven't checked it, but assuming he did...) she balked, saying she represents firemen, etc. Firemen don't make that kind of money. They SHOULD, but they don't.
She NEVER answered his challenge on her policy. Instead, she deflected, which is mostly what she does... do we really want that for a President?
No.
That's why Kerry was destroyed in the 2004 election.

ANYONE seems normal next to Hilary.
He still flip flopped like a fish, no apologies needed. He couldn't take a stand, had no solutions to anything. he 'voted for the war before he voted against it'
