tennant running amuck, landlord needs to be held responsible for there tennants behavior we need sugestions to stop this this tennant.

what you are really talking about is civil law tort, more likely where you want to hold the landlord liable for the actions of a third party IE the tenant

you will need to establish a duty between the landlord and tenant, the landlord is on notice of the activity, and encourages or facilitates the activity

if the tenant actions do not rise to a criminal level it will be hard press to hold landlord liable

Landlords are not responsible for the behavior of their tenants. Is your mortgage company responsible for YOUR behavior ? Tenants are responsible for their OWN behaviors. If they are breaking the law, call the police for intervention.
