How can we hold the landlord resposible for this tennants behavior especially when the tennants addition to the landlords property has created a possible fire hazard.

call local zoning official if its illegal they can make them take down the addition

You are rather unclear about the nature of this hazard. Specifically what is this tenant doing that would increase the likelihood of a fire ?

What other issues are involved, other than the fire hazard? Generally, landlords are not responsible for the behaviors of their tenants. The tenants are responsible themselves. If there are no laws being broken, the landlord can't do any more about the situation than you can.

Write a LETTER to the landlord. Contact the fire department also.

ALSO! make sure that YOU have enough insurance on your property. I would NOT explain to your agent the problem. Just call them and make sure that your policy is updated to cover replacement cost of your house and belongings.

This would also be a good time to take pictures and make a list of your personal belongs.

I'm not kidding here. Everyone should review their insurance policy with their agents to make sure that you are up to date.

Something sounds funny here; her tenant built an addition or new structure on HER property??

#1 I would call the Land lord and see if they know what is happening
#2 call the fire department and let them know what you fear
#3 call the health department and let them know
#4 if all else fails call an attorney and ask what could be done
