The hand lever moves up and down, but car won't go forward or backwards. How can I get the emergency brake to un-stick, if that's even a word.

Try spraying a rust penetrant on the brake cables to the point of soaking them...place some cardboard undernath to catch the drips. Let them sit for a few hours and retry the parking brake. Only otherway is to disassemble the cables at the rear brakes, cut the cables where they go into the brakes or try to force them back through the casing.

take the tire off and you can release it through a hole in the back of the drum or youll have to beat it off with a hammer then you can release it. after that i recommend taking the e-brake link right out cuz u don't need it neway and then that wont happen again.
