Start with the one who's been scaring generations of children for nearly 70 years: Margaret Hamilton's Wicked Witch of the West (she's Miss Gulch and the Wicked Witch of the East, too). "I'll get you, my pretty, ... and your little dog, too!" :-0
Joe Pesci (1943 - ) won Best Actor in a Supporting Role for his Tommy DeVito in Goodfellas (1990) and deservedly so. He's made a fine career of playing bad guys.
Sir Michael Caine (1933 - ) comes immediately to mind as another career villain. He was MPAA-nominated for Best Actor in a leading role in Sleuth (1972), and he's a fine old wiseguy in The Prestige (2006).
Best Femme Fatale? Marlene Dietrich's Lola Lola leads the Professor to ruin in The Blue Angel (1930), and a girl's gotta do what a girl's gotta do in Witness for the Prosecution (1957), for which she was nominated for a Golden Globe.

Gary Oldman is a superb villain, especially in Leon, as is John Malkovich (Con Air). John Travolta in face off is pretty cool. Also a guy called Alan Ford is awesome in a British film called Snatch (also has Brad Pitt in it)...Ford plays a right nasty b@stard but is really good. Cant say i really remember any stand out female villains other than films based on comic book characters. How about Lucy liu in kill bill or Uma Thurman in Batman and Robin??

I liked Julian McMahon in Fantastic Four, he's the person I least expected to play a villain but he rocked it!!

define "best"? best as in "most awesomely cool"? or best as in "intelligent skilled evil mastermind, that really should have won..and mabye did"? or just "downright evil bad guy"?
for "cool" villians, I'll say Mel Gibson in Payback as Porter
skilled bad guys, I'll say Jeremy Irons in Die Hard 3 as Simon Gruber.
downright evil, gonna go with Craig Bierko in The Long Kiss Goodnight as Timothy. "you #### with me, I'll blind the kid and shoot out her knees. "
